New schools were set up, again based on the western model; and new systems of law, commercial, penal and civil, introduced. Moreover, in 1839 and 1856 imperial rescripts were issued, promising respect for the life, honour and property of the subject, reform of the tax system, regular and orderly recruitment for the armed forces, fair and public trial of persons accused, and equality before the law, irrespective of race or religion.
