Taking into account this proposal EUN-DC would cover the first dimension, which is a preliminary characterization of the site. This first dimension is where a common language and a wide consensus in the granularity of descriptors are easier to reach. While the other dimensions would provide an in-depth analysis of pedagogical or content-related features of an educational web site, it raises much more controversial questions, both from a theoretical and a practical perspective. This is certainly a matter for further discussion and research.

Are the goals and objectives clearly stated? A goal is a general description of the intended outcome; an objective is an operational description of details in the intended outcome. Does achieving objectives realise the goals? Goals are achieved by proper objectives. Can the individual components of the tutorial, taken together, be said to satisfy the overall goals? Are the target audience and their pre-requisite knowledge clearly stated? Is the means of use of the materials matched to the expected computer literacy of the students?
