Effective lighting increases the potential offenders’ feeling of exposure and improves the chances of identification and detection.

Such informal policing is an essential element of any successful crime prevention scheme, for example Neighbourhood Watch. It seems a waste to design to enable people to supervise their neighbourhood if they do nothing with the information they are given. Both education, so that people recognize what they see and are not blinded by outdated prejudices, and informal gathering points for the dissemination of information could be encouraged, supporting the idea of the collaborative approach to security which is discussed later in this chapter.
