The Revolution had not ended the Portuguese authorities’ love affair with bureaucracy. Returnees who had worked as drivers in the colonies tried to become taxi drivers back in Lisbon, but soon found their pathways blocked by good old-fashioned red tape. 17 There were long waiting lists, and the returnees were told they would have to wait their turn. 19 This represented a small victory for the returnees, but many others still struggled to find work, and several were forced to take positions that they were eminently over-qualified to fill.
